Only 9 percent of South Carolina’s poor and near-poor 8th grade students scored “proficient or advanced” in reading in 1998, while 29 percent of students from middle-class and affluent families scored proficient or better.

This 2009 report updates SEF’s 2006 report on Mississippi and its economy. The report’s finding show that Mississippi now ranks 50th in the nation in per capita income and that the state’s economic conditions aren’t likely to improve even after the current recession “unless and until most of its young children have access to a preschool program that prepares them to enter school ready and able to learn from the start.” The report shows how Mississippi’s enduring economic problems are rooted in the large numbers of adults who have no high school diploma and cites a range of data and studies showing that Mississippi’s largest educational problems start in the early grades.
